GMR Solar Power Charanka

Project full name

Grid connected 25MW P V solar power project at Charanka in Gujarat

CDM Project number

7128

Description

The proposed project activity is a solar power project implemented in a solar park that was developed by Gujarat Power Corporation Limited (GPCL). The installed Megawatt (MW) of Solar PV modules is 25.00 with an approximate power generation potential of 36,330 MWh annually. The generated power will be contributing towards bridging the power gap in the Indian national grid in demand and supply.

Report summary

Key promises made by project proponents:

  • project participants will adhere to the stipulated guidelines of MoEF i.e. 2% of issued CERs revenue will be utilized for sustainable development including society and community development in the project region throughout crediting period
  • analysis of the environmental impacts:
  • the project activity is considered as “green power” generation hence, no negative impacts on environment

Situation on the ground:

The project activity is registered under the CDM as a solar power project with a total installed capacity of 25MW. In India, solar power projects do not need environmental clearance. However, the project activity is located in the Gujarat Solar Park, Asia’s largest solar park hub with an overall use of land of 2000 hectare and a capacity of 500MW. This solar power park has massive influence on the local population causing locals to migrate to other areas due to the fact that huge areas of land are required for solar power projects. While appreciating the positive effects of solar projects on GHG emission reductions with special regard to the improvements of air quality, the local population did not get assistance by the project proponent for relocations and was not sufficiently compensated for the land needed for the construction of the project. The solar power plant covers most grazing land available in the area, decreasing fodder resources for cattle. Moreover, the project activity as part of the Gujarat Solar Park negatively influenced the access to drinking water and water resources.

Sustainable development benefits

social well-being

sustainable development benefits according to claims made by project developers:

  • project participants will adhere to the stipulated guidelines of MoEF i.e. 2% of issued CERs revenue will be utilized for sustainable development including society and community development in the project region throughout crediting period
  • project activity would generate employment opportunities for local people during construction phase
  • employment opportunities would arise for life time of project for operation and maintenance of the project
  • project activity will strenghten grid and secure sustained and quality of green power for local community

sustainable development benefits according to reports:

Jobs

  • no employment opportunities created for local population

Health and safety

  • enhancing health services:
  • basic health care services are missing in the area

Welfare

  • community upliftment:
  • huge area of land required for project activity
  • solar plant covers most of grazing land available in the area
  • grazing land has been taken without permission of the villagers
  • no proper land acquisition as local population has been misguided as to consequences of not selling their land to GMR Solar Power
  • land acquisition has negative effects on cattle keepers
  • shortages of fodder sources for cattles
  • poverty alleviation:
  • income generation negatively impacted due to acquisition of agricultural and grazing land

economic well-being

sustainable development benefits according to claims made by project developers:

  • the implementation of the project activity will contribute towards bridging the existing gap in demand and supply for power
  • project activity will encourage industrial development in the region and generate economic growth
  • project activity would contribute to economic well- being in region over its entire construction and operational life time

environmental well-being

sustainable development benefits according to claims made by project developers:

  • project utilizes  natural sunlight for generating electricity which otherwise would have been generated through alternate fossil fuel based power plants, thus contributing to reduction in specific emissions including GHG emissions

sustainable development benefits according to reports:

Water

  • accessibility of water:
  • 3 ponds have been destroyed as part of land acquisition for the project activity
  • no replacement of destroyed water resources
  • one source of water left for community use
  • difficult access to drinking water

technological well-being

  • technology selected quite optimum and would have advanced features as far as feasible and also supplemented by the construction techniques and control systems along with clean energy generation technology would be adopted during project execution
