Description

The purpose of project activity is partial replacement of fossil fuel (pet coke in present case) by an alternative fuel (biomass). The project activity will use the surplus of biomass in the area for cement production.

Key promises made by project proponents:

  • entire supply chain of biomass including collection, handling and transportation will give employment opportunities to local people, farmers and biomass dealers improving the social and economic status of the community

Situation on the ground:
The project activity influences air and water quality as well as agricultural activities in the surrounding area due to the manufacturing plant and necessary mining activities of the project activity. Despite the promise given in the Project Design Document (PDD) to include local people, farmers and biomass dealers in the entire supply chain of biomass including collection, handling and transportation and thereby providing employment opportunities, the local population is not involved in the biomass collection and supply chain. Biomass is mainly obtained from surrounding areas, not involving local villageras. Therefore, the project activity does not create a monetary benefit for the local population, but is further decreasing the income standard in the area due to negative influence on the agricultural activities. No direct employment has been created at local level. The lowering of the income standard of the local villagers with respect to negative effects of the activity to agricultural production and not creating direct employment on local level is in contradiction to the improvement of the social and economic status of the community as indicated in the PDD.
