Project full name
Process Waste Heat utilization for power generation at Phillips Carbon Black Limited, Gujarat
CDM Project number
0309
Description
The project activity involves the generation of electricity by utilizing process flue gases from carbon black manufacturing as fuel. The power generation process involves recovery and utilization of the thermal energy of the process waste gas (i.e. tail gas) being produced from carbon black manufacturing process, which was earlier getting lost in the atmosphere in the form of waste heat. This waste heat/ gas is utilized for the generation of steam which in turn is used to generate electrical energy. The excess electricity available after meeting the in-house power demand of Phillips Carbon Black Limited (PCBL) plant is exported to the GEB (Gujarat Electricity Board) grid.
Report summary
Key promises made by project proponents:
- PCBL will provide education and health care facilities for its employees, their families and the community at large
- reduction in generation from thermal sources helps in related pollution abatement and in reduction of GHG emissions in form of CO₂
Situation on the ground:
Opposing the promises given in the PDD to provide education and health care facilities for its employees, their families and the community at large, neither educational nor basic health care services are available for the local population in the surrounding area of the project activity. Carbon black, a by-product of the project activity has negative effects of the local air quality, the agricultural fields and crops as well as human health. The International Agency for Research on Cancer ascertained that short-term exposure to high concentrations of carbon black dust may produce discomfort to the upper respiratory tract and that carbon black is possibly carcinogenic to humans.

- health services:
- no health care facilities provided by company
- basic health care is missing
Education
- education enhancement:
- no education facilities provided by company
economic well-being
sustainable development benefits according to claims made by project developers:
- being a waste to energy project the project activity has inherent economic benefits associated with it
- generation of electrical energy from waste resources results in corresponding savings of fossil fuel combustion
environmental well-being
sustainable development benefits according to claims made by project developers:
- since the project activity increases availability of power in the grid generated from a waste source, it positively contributes towards reduction in use of finite natural resource coal, minimizing depletion or else increasing its availability to other important processes •waste to energy project with obvious environmental benefits
- reduction in generation from thermal sources helps in related pollution abatement and in reduction of GHG emissions in form of CO₂
- project reduces thermal pollution by utilizing waste flue gases as fuel thereby restricting its release into the atmosphere
sustainable development benefits according to reports:
Air
- SPM:
- negative impacts on local air quality due to carbon black, a by-product of the project activity
Land
- tillage:
- adverse impacts on agriculture fields and crops due to carbon black, a by-product generated by the project activity
technological well-being
sustainable development benefits according to claims made by project developers:
- with the project activity, the company upgrades its core production process to an energy efficient and cleaner process
- technical skill and knowledge level of the employees of the organization would also improve by the same
- project activity introduces a cleaner and energy efficient technology by enabling utilization of heat energy in process waste gas
